Delray Beach commissioners table Pompey Park project

DELRAY BEACH — There was some good news Tuesday evening for Randolph and Dewdney Construction, the low bidder on a $457,000 contract to renovate the concession stand at Pompey Park.
Delray Beach city commissioners during a special meeting rejected a bid protest for the job filed by competitor Brang Construction.
But there was some bad news as well: commissioners aren’t sure they want to go through with the project, at least not at this time. The only other item on the meeting agenda was awarding the contract to Randolph and Dewdney. Instead, commissioners tabled the item because of a $1.5 million hole in the budget.
“I’m not suggesting that the project not get done,” Commissioner Tom Carney said. “I’m suggesting it not get done now.”
Carney said the project is much more ambitious than what the city can afford to do.
Commissioner Angeleta Gray said the concession stand in place now is both blighted and unsafe and needs to be replaced.
City Manager David Harden said at minimum, the city needs to repair some unsafe stairs on the building. He also suggested that the city could scale back project to something more affordable.
Brang Construction protested the awarding of the contract to Randolph and Dewdney, arguing that the wording of the bid proposal emphasized the need to get the project done as quickly as possible. In response, Brang added additional costs into its bid in order to get the work done as rapidly as possible.
Commissioners disagreed, saying there was no explicit timetable or deadline stated in the bid documents.
